So what exactly did you download?  This description leads me to believe
this,
https://www.torproject.org/dist/vidalia-bundles/vidalia-bundle-0.2.1.19-0.1.15.exe.  

If you right click the Privoxy Icon in your system tray, and uncheck
"Enable", does everything work again?  This action turns Privoxy into a
plain http proxy without filtering.
